ADVANCING THE SYSTEM OF HANDLING PUBLIC APPEALS TO A NEW LEVEL AND DEEPENING PUBLIC OPINION ANALYSIS
On March 13, 2026, under the chairmanship of the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, a videoconference meeting was held dedicated to advancing the system of handling public appeals to a new level and deepening the analysis of public opinion.
During the meeting, issues related to further improving the system for handling citizens’ appeals, ensuring the effective functioning of the People’s Reception Offices, and enhancing the depth of public opinion analysis were identified as key priorities for improving the public administration system.
As emphasized at the meeting, public appeals represent one of the most important institutional mechanisms of dialogue between the state and society, as they make it possible to identify the real social needs of citizens, pressing issues, and public expectations. In this regard, the effective organization of the People’s Reception Offices, systematic analysis of incoming appeals, and the study of public opinion based on these appeals are of strategic importance for increasing the effectiveness of governance.
At the videoconference meeting, the Head of State particularly stressed the need for a scientific approach to organizing the study and analysis of public opinion, as well as for broader use of sociological research tools. In modern public administration practice, sociological research serves as a key scientific instrument for gaining a deeper understanding of social processes, identifying the interests and attitudes of different social groups, and assessing the effectiveness of ongoing reforms.
Through sociological research, social sentiments within society, public attitudes toward priority areas of state policy, regional issues, and citizens’ social expectations are systematically examined. The results of such studies provide an objective picture of social processes, enable the assessment of the impact of state programs and reforms on people’s lives, and serve as an important scientific and practical foundation for organizing the work of public authorities in accordance with the real needs of society.
When the analysis of citizens’ appeals and sociological public opinion research are conducted in an integrated and interconnected manner, opportunities expand for a deeper analysis of the causes and factors underlying social problems, as well as for the development of concrete and targeted solutions aimed at addressing them. This contributes to strengthening evidence-based decision-making, ensuring social justice and transparency, and further enhancing mutual trust between the state and society.
In this context, improving the activities of the People’s Reception Offices, conducting systematic analysis of public appeals, and scientifically studying public opinion are of crucial importance for ensuring the effectiveness of the reforms being implemented in the country. The tasks outlined by the President once again emphasized the need for regular monitoring of public opinion, expanding sociological research, and aligning government decisions with the real needs and social demands of the population.
