DECEMBER 3 — INTERNATIONAL DAY FOR THE PROTECTION OF THE RIGHTS AND FREEDOMS OF PERSONS WITH DISABILITIES — IS RECOGNIZED AS AN IMPORTANT DATE THAT DRAWS THE ATTENTION OF THE GLOBAL COMMUNITY TO HUMAN DIGNITY, EQUALITY AND INCLUSIVE DEVELOPMENT
December 3 — the International Day for the Protection of the Rights and Freedoms of Persons with Disabilities — is recognized as an important date that draws the attention of the global community to issues of human dignity, equality and inclusive development. Established by a resolution of the United Nations General Assembly on November 11, 1992, this day is intended to promote equal opportunities and conditions for persons with disabilities in all spheres of life, ensure their full participation in society and guarantee their rights.
This date places a number of priority tasks before society. These include ensuring equal protection of the rights and freedoms of all citizens; creating a barrier-free environment in education, healthcare, employment, transport and social infrastructure; fostering an inclusive culture and increasing social awareness; encouraging the active civic participation of persons with disabilities; and improving cooperation mechanisms and social service systems.
In recent years, reforms aimed at building an inclusive society in Uzbekistan have entered a new stage. The adoption of the Law “On the Rights of Persons with Disabilities,” the implementation of the provisions of the UN Convention on the Rights of Persons with Disabilities into national practice, the digitalization of social services and the modernization of the rehabilitation system have strengthened practical changes in this area. Significant achievements include the creation of appropriate conditions in public service centers, the introduction of inclusive education, the expansion of medical and social services, and the installation of ramps, Braille signage and audio facilities at infrastructure sites.
In Uzbekistan, where the principle “For Human Dignity” is one of the key priorities, state policy aimed at creating equal opportunities for every citizen contributes to improving the quality of life of persons with disabilities, expanding their employment opportunities and increasing their social participation. These reforms confirm that every person has equal value and that inclusion is regarded as one of the key factors in the development of society.
